The Clinton City Council will meet in regular session Tuesday, July 7, with several infrastructure projects, airport improvements and a City Council appointment among the items on the agenda.
The meeting begins at 6 p.m. at Clinton City Hall, 105 E. Ohio Street.
Council members are expected to consider awarding a $297,980 contract to Koehn Building Systems for Phase 1 of the Second Street Sidewalk Extension Project after the company submitted the lowest bid.
The council will also consider rebidding the Countryside Drive culvert replacement project after no bids were received before the June 29 deadline. City staff is recommending the project be rebid with a revised completion date of April 1, 2027.
Another Public Works recommendation would approve a $12,800 proposal from CJW Transportation Consultants to address a stormwater drainage issue at 101 and 103 E. Jefferson Street. The work would also include a camera inspection of the drainage line.
Council members will also consider renewing the city’s on-call engineering services agreement with CJW Transportation Consultants for one year, with the option of extending the agreement for up to four additional years. City staff said the firm has provided quality engineering services, cost-saving recommendations and pro-bono assistance over the past five years.
Community development updates include work completed on nuisance properties at 114 W. Allen and 101 N. Kristine, while officials continue working with the owner of 305 N. Washington after the property was broken into despite efforts to secure it. The city is also preparing its Community Development Block Grant demolition application, with a public hearing scheduled for July 21.
In parks and recreation, staff will provide updates on the proposed one-eighth cent sales tax issue that would replace the city’s expiring parks sales tax, along with summer programming impacted by frequent rain and extreme heat. Installation of the new Benson Center sound system is expected later this month.
The Public Safety Committee will discuss a request to add a part-time position to the Police Department’s Investigations Unit and provide an update on the Blue Shield Grant.
Finance Committee items include a reciprocal license agreement involving the Clinton Regional Airport and Hitec Farms LLC, as well as consideration of an ordinance approving a Missouri Highways and Transportation Commission grant agreement for construction of a new airport terminal building.
During the meeting, Mayor Carla Moberly is expected to appoint Barbara Mosely to fill the Ward 2 City Council seat vacated by Greg Shannon. If approved, Mosely would serve the remainder of the term through April 2028.
Under unfinished business, the council will continue discussion on a proposal to change the city’s Missouri Local Government Employees Retirement System (LAGERS) plan from L-12 to L-6.
