Henry County Commission Meeting, Henry County Missouri, Tuesday, June 25th, 2024

The Henry County Commission met pursuant to adjournment at the courthouse in Clinton, Missouri.

Those members present were:     Jim Stone – Presiding Commissioner 

Rick Fosnow – North District Commissioner 

Dale Lawler – South District Commissioner 

Rick Watson – County Clerk

At 9:00 a.m. Commissioner Stone brought the meeting to order.

The agenda was approved as presented.

The minutes from the Thursday, June 20th, 2024 meeting were read; Commissioner Fosnow made a motion to approve the minutes. Commissioner Lawler seconded the motion, motion carried.

Expenditures from the following were approved to be paid:

Circuit Clerk    Inmate Security            Law Enforcement Fund

General County Government    Buildings and Grounds        Law Enforcement Department

County Payroll

Commissioner Lawler updated the group on the culvert issue on SW1101 Rd and Sw 900 Rd, in Bear Creek Township and Wagner Special Road District. He shared that Austin Rehagen of the DNR will do a site inspection to see if they will participate of replacing the culvert.

At 9:30 Ashley Schwarz and Teresa Heckenlively, of Kaysinger Basin Regional Planning Commission met with the Commissioners to discuss participating in the Safe Streets Grant. She reported that 5 of the 7 counties in the region have already signed on and hope the Commission would reconsider their support. The plan is to have the county’s do the cash match and the cities of the region do the in-kind match. She explained the process to get participation from the municipalities. She shared that Henry County’s commitment would be $1565. The group shared of a call made to Tony Smith, of the City of Clinton’s KBRPC representative, as the City of Clinton has not committed to the grant, at this time.  Tony stated that he would visit with Mayor Moberly. After brief discussion Commissioner Fosnow made a motion to support the Safe Streets Grant for $1565.00. Commissioner Lawler seconded the motion. The motion passed with a roll call vote of Lawler – yes, Fosnow – yes, and Stone – yes. 

Ashley was asked if there were still grants available for water towers, as Deepwater is looking for financial assistance. Teresa shared that Kaysinger has been working with Corrine Lesmeister, the Deepwater Mayor, but not finding sources for funding right now. 

Teresa shared that MoDot has contacted them, to notify of changes to multi-modal planning. 

Dennis Bowers, Road and Bridge Supervisor, visited with the commission. He shared the SW 701 Rd in Bear Creek Township will be open by next Tuesday. He shared that he is meeting with Cole Jurgensmeyer, of the Township, and Austin Rehagen, of the DNR, on SW 900 and SW 1101 road’s culvert that needs replaced. Commissioner Lawler shared gratitude for reacting quickly to a culvert replacement in Fields Creek Township. Dennis shared that the crew is replacing culverts and doing bridge rail work.

Commissioner Fosnow shared of the most recent mayor’s meeting he attended. He shared that he explained provisions of SB190, the senior real estate tax freeze. The group had discussion of hosting quarterly meetings with the various municipalities of the county. 

The group discussed the analog radios used by the rural fire departments and the digital radios used by the Sheriff’s Office. 

Commissioners adjourned at 12:00 p.m.
