Henry County Commission, Henry County Missouri Thursday June 20th, 2024

The Henry County Commission met pursuant to adjournment at the courthouse in Clinton, Missouri.

Those members present were:     Jim Stone – Presiding Commissioner 

Rick Fosnow – North District Commissioner 

Dale Lawler – South District Commissioner 

Kelly Marriott – Deputy County Clerk

At 9:00 a.m. Commissioner Stone brought the meeting to order.

The agenda was approved as presented.

The minutes from the Tuesday, June 18th, 2024 meeting were read; Commissioner Lawler made a motion to approve the minutes. Commissioner Fosnow seconded the motion, motion carried.

Dr. Ken Scott shared new drug screening policies that the E911 Operations Center have adopted. He also updated the commission on a few address issues. 

At 9:12 a.m. Commissioner Fosnow made a motion to go into closed session via RSMo 610.021(3) do discuss personnel. Commissioner Lawler seconded the motion, motion carried with a roll call vote. Stone-Yes, Lawler-Yes, Fosnow-Yes

At 9:37 a.m. Commissioner Lawler made a motion to end closed session. Commissioner Fosnow seconded the motion, motion carried with a roll call vote. Stone-Yes, Lawler-Yes, Fosnow-Yes

Expenditures from the following were approved to be paid:

GR Law Enforcement    Senior Citizens Fund        Prosecuting Attorney Training

Dennis Bowers, Road and Bridge Supervisor, visited with the commission regarding a request from a citizen for road signs in Leesville Township on SE 1101, SE 200 and SE 1001 Rds. Dennis shared that he had spoke with Ed Boden regarding the pipe issue at SW 900 Rd and SW1101 road in Bear Creek Township. Dennis asked commissioners for advice on the action they should take on the pipe as no one feels like it’s their responsibility. DNR stated they were not going to take care of the pipe. Commissioner Lawler wants to call Austin Rehagen with DNR to discuss the pipe. An attempt to call Austin was made, a message was left. It was discussed that the County could dam the area up. There was much discussion on what would happen if they did dam it up, what the impact would be on other roads, land owners, and if there were flooding issues who would be legally liable. Dennis asked again about selling the red dump truck as it is no longer an asset to the Road and Bridge Department. Commissioners told Dennis to go ahead and get it up for sell as it is just costing the county money.

Commissioner Fosnow left the meeting to attend a Henry County Mayor’s meeting on behalf of the commission.

Luke Edwards, Assessor’s Office, attended the meeting to ask commissioners about how roads are mowed within the county. Luke had a constituent express concern with NW 1200 Rd in Bogard Township. Commissioners explained that the Road and Bridge Department would be mowing in the area soon as they were close to the area now. 

Commissioners adjourned at 12:00 p.m.
