Henry County Commission Meeting Minutes from December 3rd, 2024

The Henry County Commission met on Tuesday December 3rd, 2024 pursuant to adjournment at the courthouse in Clinton, Missouri.

Those members present were: Jim Stone – Presiding Commissioner
Rick Fosnow – North District Commissioner
Dale Lawler – South District Commissioner
Rick Watson – County Clerk

At 9:00 a.m. Commissioner Stone brought the meeting to order.

The agenda was approved as presented.

The minutes from the Tuesday, November 26, 2024 meeting were read; Commissioner Fosnow made a motion to approve the minutes. Commissioner Lawler seconded the motion, motion carried.

Expenditures from the following were approved to be paid:

Road and Bridge Circuit Clerk County Clerk

Employee Benefits Commission University Extension

General County Government Law Enforcement Department Recorder’s Preservation Fund

November Election Buildings and Grounds Assessor

Law Enforcement Fund Inmate Security Senior Citizens Service Tax Fund

An abstract of fees collected by the Recorder of Deed’s Office for the month of November was reviewed and approved.

The Addons and Abatements from the Assessor’s Office, for the month of October, was reviewed and approved, as well as the Collector’s report.

At 9:11 the Commission meeting recessed in order to go across the street to accommodate the number of people in attendance.

At 9:20 the Commission meeting reconvened at the Clinton Rotary Building.

Sarah Granath, from Gilmore and Bell, of Kansas City, presented the Chapter 100 documents to be signed.

Clark Rick read the Resolution. Commissioner Lawler made a motion to sign the Resolution, authorizing the county to issue the Taxable Revenue Bonds for the Beavertail Solar LLC solar project. Commissioner Fosnow seconded the motion. The motion passed with a roll call vote of Lawler – yes, Fosnow – yes, and Stone – yes.

The Commission proceeded to sign the Resolution, Trust Indenture, Lease Agreement, and the Bond Purchase Agreement.

At 9:25 the Commission meeting recessed to relocate back to the Courthouse.

At 9:40 the Commission meeting reconvened at the Courthouse.

County Attorney Ivan Schraeder shared that he had visited with the reporter from KSHB Channel 41. Ivan shared that he was asked to give the reporter’s contact information to them, in case they want an interview.

Clerk Rick let discussion on the 2025 Henry County budget. He presented the following 6 pass-through budgets for approval: Victim of Domestic Violence Fund, Capital Schools Fund, Surplus Sales Fund, In Lieu of Taxes Fund, Criminal Cost Fund, and the County Retirement Fund. He also presented the ARPA Fund with the recommendation that it be closed, as the funds have been exhausted. Also presented were the Local Emergency Planning Commission and Industrial Development Fund’s budgets. After discussion, Commissioner Lawler made the motion to close the ARPA Fund, Commissioner Fosnow seconded the motion, the motion passed with a roll call vote of Lawler – yes, Fosnow – yes, and Stone – yes. Commissioner Fosnow made a motion to approve the 6 pass-through funds as well as the 2 agency funds. Commissioner Lawler seconded the motion. The motion passed with a roll call vote of Lawler – yes, Fosnow – yes, and Stone – yes.

Dennis Bowers, Road and Bridge Supervisor, met with the Commission. He shared that the crew has been working on removing and spraying brush under bridges. They hope to be complete by the end of the week. He stated that many of the bridges haven’t been cleaned out for many years.

Dennis continued by sharing that permits and beams have arrived for the replacement bridge on NW1501 Rd in Bogard Township. He stated that he is watching the weather close, as he does not want to close the road any longer than necessary.

Dennis updated the group on the current prices on the county vehicles on the Purplewave.com site, as it ends today.

Dennis shared that he has turned in his recommendations to the Road and Bridge budget and wants to be present prior to approval from the Commission. He also discussed the new Mowermaxx will arrive on the 11th of December and training is scheduled for the 16th.

At 10:07 Lindsay Chaffin and Zach Olivas, of Great River and Associates met with the Commission to discuss the 2 current BRO bridge replacements they are engineering and administering for the county. The NW400 Rd bridge is ready to bid out. It was agreed to bid out the bridge, with the bids due on Tuesday January 7, 2024 at 10:00. It is estimated to be complete by the end of 2025.

The second bridge, on SE 91 Rd, in Clinton Township, is waiting on permits. GRE will work on easements after the permits have been obtained. The Commission reviewed Plans, Specifications, and Estimates. It is estimated to be complete by spring of 2026. After discussion, Commission Fosnow made a motion to sign the PSE, Central Office Right Way document, and Railroad and Utility Declaration. Commissioner Lawler seconded the motion. The motion passed with a roll call vote of Lawler – yes, Fosnow – yes, and Stone – yes.

Lindsay shared that new BRO applications have been sent to MoDot for review. Lindsay updated the group on MoDots revised matches for estimates and costs.

Lindsay and Dennis had conversations on soft match bridges, changes, and processes to qualify for the match.

The Commission discussed outstanding CART contracts.

The Commission called the University Extension Office to set a time to discuss their budget request for 2025.

Commissioner Fosnow updated the group on a Public Hearing for the updated Master Plan for Bogard’s Planning and Zoning Ordinance. He stated that there was only a few at the hearing.

At 10:50, Captain Jacque Watson, the Jail Administrator, met with the Commission to discuss bidding out a new pharmacy contract for the inmates, as the current vendor has shared of a 17% increase in prices.

At 11:00, Commissioner Lawler made a motion to adjourn the commission meeting. Commissioner Stone seconded. Motion carried with a roll call vote of Lawler-yes, Fosnow-yes, and Stone-yes
