
On February 6, 2025, Officer French of the Osceola Police Department conducted a traffic stop in Osceola City Limits for an equipment violation. Officer French observed the driver showing nervous behavior along with signs of possible illegal narcotic use. Officer French learned that the driver gave a fake name that came back not on file through dispatch. Officer French had K9 Bek conduct an open-air sniff of the vehicle, which resulted in an alert for the odor of narcotics. Officer French learned that the female gave her correct information to the St. Clair County Deputies, who had arrived on the scene earlier to assist. Officer French learned that the driver had nationwide extraditable warrants for possession of a controlled substance X2, possession of drug paraphernalia, and drug paraphernalia into the body.
In the vehicle, one of the St. Clair County Deputies and Officer French located an AR15, two glass pipes with a crystal substance, a black box with a crystal substance, and in a fountain drink, he located a baggie with a crystal substance that later field-tested positive for methamphetamine. The crystal substance weighed approximately 4.14 grams. The driver was identified as Andrea Randecker out of Kansas, and the passenger was identified as Steve Koehn out of Mississippi. A felony possession of a controlled substance charge will be sent to prosecuting attorney Daniel Dysart for Andrea. A felony possession of a controlled substance and a felony unlawful use of a weapon sub. section 11 charge will be sent to prosecuting attorney Daniel Dysart for Steve. Andrea was issued a citation for driving while suspended/revoked, and both subjects were issued a citation for possession of drug paraphernalia that will be sent to prosecuting attorney Joshua Jones.
