The Clinton Police Department Weekly Arrest Report for 6-6-25

The Clinton Police Department has released its arrest report for the first week of June 2025. A range of incidents occurred, from narcotics possession to domestic assaults and prostitution-related charges.

On June 4, officers arrested 54-year-old Kyle Cosgrove for allowing a dog or cat to run at large, a municipal ordinance violation.

Also on June 4, Harley Owings, 36, was arrested on an active warrant (25-HEARW-73). This came just days after Owings was also taken into custody on June 1 for domestic assault in the 4th degree (3rd or subsequent offense) and tampering with a motor vehicle in the 1st degree.

On June 3, Matthew Hedrick, 35, was arrested for felony possession of a controlled substance, specifically amphetamines, under Missouri Statute 579.015.

June 2 saw two prostitution-related arrests at 11:00 a.m. Chen Meixi, 42, was arrested for promoting prostitution in the 3rd degree, while Yan Jinmei, 52, was charged with prostitution, a misdemeanor.

Later that day, Ryan McClusky, 25, was arrested on two outstanding warrants from different jurisdictions (25GRFTA1836 and 25SFPBR132).

Multiple incidents also occurred on June 1. Caroline O’Rourke, 32, was arrested for domestic assault in the 2nd degree. Kenneth Reed, 60, was arrested twice within a few hours for prohibited inhalation. Ky Ron Wilson, 18, was arrested for 3rd-degree domestic assault and resisting arrest for a felony.
