
The Clinton City Council will convene for its regular meeting on Tuesday, November 4, 2025, at 6:00 p.m. inside City Hall, 105 E. Ohio Street. The meeting will begin with standard proceedings including roll call, the Pledge of Allegiance, and approval of minutes from the October 21 meeting, followed by a series of detailed committee reports and administrative updates.
Public Works Committee
The Public Works Committee will present several key updates and recommendations.
- 
Community Development: Building reports for August and September will be shared for information only. The property at 608 W. Grandriver has received a 10-day notice, and staff is preparing a request for proposals (RFP) to clear the site.
 - 
Street Department: The committee recommends approval for the Main Street Christmas Lighting and Parade, with Clinton Main Street setting cones for the closure. The committee also recommends declaring the Transfer Station’s open-top container as surplus property to be scrapped. Updates will be shared on the SS4A Safety Plan, currently under review by the Steering Committee, and the North 7/13 Junction Improvement Project, with bids expected in January. Additional improvements are planned at the Street Department facility.

Wastewater Department: The east RAS/WAS pump has been replaced, and the committee recommends replacing the 30-year-old west RAS/WAS pump at a cost of $39,054. Permanent Triton aerators have been installed, and semi-annual line cleaning is underway despite a temporary Vac-Con equipment issue being repaired in Kansas City. The WWTP upgrade continues, with sludge basin repairs set to begin as weather allows. Staff will visit Kansas City wastewater facilities to review headworks equipment. A draft plan for the Stoneridge sewer connection has also been submitted to the Missouri Department of Natural Resources (MDNR).
 
Public Safety Committee
The Public Safety Committee will report on two items: the receipt of a $2,500 AED grant from Golden Valley Memorial Healthcare (GVMH) and an update on the department’s new body cameras, which have arrived but are not yet in service.
Finance Committee
The Finance Committee will address city employee insurance renewals, recommending continuation with all current providers:

Medical: Blue Cross Blue Shield with a 6.9% increase (below the budgeted 12%)
 - 
Dental: MetLife with an 11.99% increase
 - 
Life Insurance: The Standard with no increase
Additional items include tree removal at Englewood Cemetery and review of the September 2025 financial statements. 
Mayor’s Report
Mayor Carla Moberly will recommend several appointments and reappointments, including:

Diane Hannah, reappointment to the Clinton Tourism Board (term expiring June 2028)
 - 
Jack Wetzel and Chad Mullins, appointments to the Tourism Board (terms expiring June 2028)
The mayor will also introduce members of the new 10-Year Parks and Recreation Planning Committee, which includes representatives from city administration, the park board, and the community. 
City Administrator’s Report & New Business
City Administrator Christy Maggi will deliver her report before the Council moves into new business. Items include declaring several Parks and Recreation Department assets as surplus, including:
