From Streets to Sewers: Clinton City Council Tackles Key City Issues Tuesday

The Clinton City Council will meet in regular session Tuesday, December 16, at 6 p.m. at City Hall, 105 E. Ohio Street.

Council members will begin the meeting with approval or correction of the minutes from the December 2 and December 11 meetings, followed by personal appearances and reports. An economic development update will be presented by Larry Tucker.

During committee reports, the Public Works Committee will provide several updates. In community development, nuisance abatement work at 608 W. Grandriver has been completed. While the City originally estimated the project would require two to four 30-yard dumpsters, the contractor ultimately loaded 12 dumpsters.

The Waste Water Department will present its October operations report for information only. City officials noted that AWR invoiced the City $30,210 for excess maintenance and chemical limits. New wastewater treatment plant rotors are functioning well, while older rotors numbered one and eight continue to operate despite some issues. The committee is also recommending acceptance of a Stoyko quote not to exceed $30,000 to clear approximately six and a half miles of sewer line easements. In addition, the City plans to CCTV 2,800 feet of 15-inch sewer main and has already inspected 200 manholes, with repairs anticipated next year.

Parks and Recreation updates include a Benson Center event involving the Clinton School District’s Behavior Intervention Support Team (BIST) in partnership with the Clinton Police Department School Resource Officer program. City SROs will participate as appropriate.

Street Department updates will include progress on the IMS roadway pavement and structural evaluation, with data currently being finalized. Council will also consider approval of the Safe Streets for All Safety Action Plan. Resolution No. 28-2025 is on the agenda, which would formally adopt the Clinton Comprehensive Safety Action Plan and commit the City to reducing transportation-related serious injuries and deaths.

The Finance Committee will report on the 2026 property and casualty insurance renewal, provide an update on Lagers valuation estimates, and review the November 2025 monthly financials.

The meeting will also include reports from the Mayor and City Administrator. Under new business, Council will consider a request to close City Hall on Friday, December 26.

Following open session, Council plans to enter closed session pursuant to Missouri law to discuss real estate matters, sealed bids, and negotiated contracts.
