Sen. Rick Brattin Outlines Early Priorities as 2026 Missouri Legislative Session Begins

Missouri State Senator Rick Brattin says the 2026 legislative session is off to a strong start as lawmakers return to work in Jefferson City.

In his first Capitol report of the year, Brattin, who represents Bates, Cass, and Johnson counties, said the opening week focused on committee assignments and legislative groundwork, setting the stage for debates in the months ahead. Brattin noted he is once again serving as Chairman of the Senate Education Committee, calling education one of the most important issues facing Missouri families and pledging to prioritize parental involvement and student outcomes.

Brattin also outlined the first five bills he has filed this session, describing them as early priorities reflecting the values of his district. Senate Bill 856 addresses judicial venue rules in constitutional cases, aiming to prevent what Brattin calls “forum shopping” in high-stakes legal challenges. Senate Bill 857 proposes a gradual reduction of personal property taxes, offering tax relief while maintaining funding stability for local governments.

Additional legislation includes Senate Bill 858, which strengthens Missouri’s stance on Second Amendment protections by limiting state and local enforcement of certain federal gun regulations. Senate Bill 947 would prohibit foreign ownership of land within 50 miles of military installations or sensitive defense manufacturing sites, citing national security concerns. Senate Bill 948, titled the Parents’ Bill of Rights, affirms parents’ authority over their children’s education, healthcare, and upbringing, with safeguards against government interference.

Looking ahead, Brattin said he believes the 2026 session presents an opportunity to deliver meaningful results for Missouri families if lawmakers remain focused on their priorities. He encouraged constituents to stay engaged and reach out to his Capitol office with questions or concerns as the session continues.
