
An ongoing investigation into potential employee misconduct involving the City of Windsor has led to the filing of a probable cause statement naming a city employee in connection with the alleged misuse of city fuel cards.
According to a statement previously released by the City of Windsor, the Board of Aldermen received reports suggesting possible employee misconduct related to city payment card accounts. At the board’s request, the Bates County Sheriff’s Office launched an independent investigation into the matter. The city also confirmed it received a lawful subpoena for records related to city payment card accounts and has complied with that request.
Court documents filed in Henry County identified Amber Renai Miller as the individual believed to have committed a criminal offense connected to the investigation.
According to the probable cause statement, the investigation began after the Henry County Sheriff’s Office requested assistance from Bates County in October 2025 regarding potential misuse of city credit cards or charge accounts by Windsor employees. A Windsor alderman had reportedly received information from a citizen alleging that a city employee was using a city-issued MFA fuel card to purchase fuel for personal use.
Records obtained during the investigation reportedly showed Miller had access to multiple Windsor city fuel cards. Investigators say the records indicated Miller used the cards to purchase approximately 920.49 gallons of unleaded fuel, totaling $2,667.60, allegedly used to fuel a personal vehicle.
Investigators attempted to contact Miller by phone on December 12, 2025. According to the report, Miller requested an attorney during that contact.
The City of Windsor has previously stated that because the investigation is ongoing, officials cannot comment further at this time. The city also emphasized that all individuals are presumed innocent unless and until proven guilty and that requests for public records will be handled in accordance with Missouri’s Sunshine Law.
She is being charged at this time for Stealing – $750 Or More { Felony D RSMo: 570.030 }.
