
Additional individuals have been identified as part of an ongoing investigation into the alleged misuse of City of Windsor fuel cards.
Court documents recently filed in Henry County name Lance Stewart Tucker and Robert Allen Duckworth as individuals investigators believe may have committed criminal offenses related to the use of city-issued fuel cards.
According to probable cause statements, the investigation began in October 2025 after the Henry County Sheriff’s Office requested assistance from Bates County in examining possible misuse of city credit cards or charge accounts by Windsor city employees.
Investigators report that records from MFA Oil fuel cards issued by the City of Windsor were reviewed for the period from January through October 2025.
In one case, investigators allege that Lance Tucker used city fuel cards to purchase fuel for personal vehicles and also allowed his daughter to use the card to fuel her vehicle. Records reportedly show Tucker used approximately 924.79 gallons of unleaded fuel totaling about $2,516.09.
Another probable cause statement alleges that Robert Duckworth used city fuel cards to purchase fuel for a personal vehicle and provided the card to another individual to fuel a vehicle. Investigators say the records show 339 gallons of combined diesel and unleaded fuel purchases totaling about $1,012.41.
Investigators reported making contact with both Tucker and Duckworth by phone in December 2025. In each case, the individuals requested to speak with an attorney before answering questions.
The investigation is connected to a broader inquiry into the possible misuse of City of Windsor payment cards by employees. The City of Windsor previously confirmed the Bates County Sheriff’s Office is conducting an independent investigation after concerns were brought to the Board of Aldermen.
As with all investigations, the individuals named in the documents are presumed innocent unless proven guilty in a court of law. The investigation remains ongoing and additional details may be released as the case progresses.
