Henry County Commission Minutes, Henry County Missouri for Tuesday, July 9th, 2024

The Henry County Commission met pursuant to adjournment at the courthouse in Clinton, Missouri.

Those members present were:     Rick Fosnow – North District Commissioner 

Dale Lawler – South District Commissioner 

Rick Watson – County Clerk

Absent:    Jim Stone – Presiding Commissioner

At 9:03 a.m. Commissioner Fosnow brought the meeting to order.

The agenda was approved as presented.

The minutes from the Tuesday, July 2nd, 2024 meeting were read; Commissioner Lawler made a motion to approve the minutes. Commissioner Fosnow seconded the motion, motion carried.

Expenditures from the following were approved to be paid:

Law Enforcement Fund    Road and Bridge    County Payroll

Industrial Development Authority    ARPA Fund        Sheriff’s Revolving Fund

County Clerk    Inmate Security        Law Enforcement Department

An abstract of fees collected by the Recorder of Deeds, for the month of June, was reviewed and approved.

The Addons and Abatements from the Assessor’s Office from the month of June was reviewed and approved as well as the Collector’s Report.

There was discussion regarding appointments to the upcoming Board of Equalization.

Larry Conrad, of Bethlehem Township, called to discuss the boat ramp off of a CORPS road, in the township that needs mowed and trimmed out. The group discussed the road. Dennis Bowers, R&B Supervisor, shared that he would go out to inspect it. 

Dennis shared that MoDot is removing political signs off of state right of ways within the county. 

There was ongoing discussion on Larry’s request to mow to trim the conservation road to the boat ramp. 

Dennis shared of a property owner, in Bogard Township, that had contacted him in regards to Bogard blading a road and plugging up the culvert under his driveway. He shared that the township did shovel some out, but it is still plugged up. Dennis shared that the issue is between Bogard Township and the property owner.

The group reviewed the agreement between the City of Clinton and the County to replace the Augusta Street Bridge. There was much discussion on some of the verbiage of the agreement. A call was made to Clinton City Hall to discuss with Mayor Moberly or City Administrator Christy Maggi. After the call, Dennis was requested to bring the site plans for the bridge build project. 

The Commission conducted a bid opening for the purchase of a semi truck to move equipment from job site to job site. Only 1 bid was received, from Premier Truck Group of Springfield. The bid totaled $100,300.00 for a 2021 Freightliner Cascadia. After discussion, Commissioner Lawler made a motion to accept the bid for the truck. Commissioner Fosnow seconded the motion. The motion passed with a roll call vote of Lawler – yes, Fosnow – yes, and Stone – absent.

Commissioner Fosnow discussed the 2 bridges on NW1101 Rd, in Bogard Township, that needed to be raised. 

A call was made to John Hill to discuss him serving on the Board of Equalization. John accepted. 

Clerk Rick provided mid-year reports. He shared that the county’s budget is right on target, with the exception of the Juror Pay line item, due to the large number of jury trials. Rick recommended an amended budget be done closer to October, due to a few received grants, which could not be accounted for at budget time in January.

A call was received from Paul Ross, of Walker Township, as the township’s CART road is ready for inspection.

Dennis returned with the build plans for the Augusta Street Bridge. After discussion, Commissioner Lawler made a motion to sign the agreement with the City of Clinton. Commissioner Fosnow seconded the motion. The motion passed with a roll call vote of Lawler – yes, Fosnow – yes, and Stone – absent.

Commissioners adjourned at 12:00 p.m.
