Henry County Commission October 3rd, 2024 Meeting Minutes

The Henry County Commission met pursuant to adjournment at the courthouse in Clinton, Missouri.

Those members present were: Jim Stone – Presiding Commissioner
Rick Fosnow-North District Commissioner
Dale Lawler – South District Commissioner
Rick Watson – County Clerk

At 8:34 a.m. Commissioner Stone brought the meeting to order.

At 8:34 a.m. Commissioner Lawler made a motion to go into closed session via RSMo 610.021(1) to discuss legal matters. Commissioner Fosnow seconded the motion. The motion passed with a roll call vote of Lawler yes, Fosnow – yes, and Stone – yes.

At 9:28 Commissioner Lawler made a motion to end the closed session. Commissioner Fosnow seconded the motion. The motion passed with a roll call vote of Lawler – yes, Fosnow – yes, and Stone – yes.

The minutes from the Tuesday October 1, 2024 meeting were read; Commissioner Fosnow made a motion to approve the minutes. Commissioner Stone seconded the motion, motion carried.

The Commission discussed the Tuesday’s meeting regarding courthouse security.

The closed minutes from the Tuesday October 1, 2024 meeting were read; Commissioner Lawler made a motion to approve the minutes. Commissioner Fosnow seconded the motion, motion carried.

Expenditures from the following were approved to be paid:
Road and Bridge Circuit Clerk Assessor
Buildings and Grounds Employee Benefits Law Enforcement Fund
Inmate Security Sheriff’s Training Fund

Dennis Bowers, Road and Bridge Supervisor, was asked if the county would be receiving soft match credit for the redecking of the 4 county bridges that just got completed. Dennis stated that we would not, as the bridges are not state inspected.

Dennis shared the work done on SW51 and SW101 with pot hole patching. Also, discussed was current pot hole patching on SE1051 Rd in Leesville. He also shared of the ongoing work with the Corps of Engineers on SE351 Rd in Fairview.

The group discussed the priority list for future BRO projects with MoDot. Dennis shared that a BEEP study was done on NE501 Rd, in Deer Creek. The study showed severe section loss to the bridge. He shared of 3 options to make the repair, one of which include a total replacement. Dennis continued by stating that the 80’ bridge on NW 1501, in Bogard Township, would be the first bridge that needs replaced, in his opinion.

Dennis stated that the bridge barn office needed a new refrigerator. The Commission approved.

The Commission addressed the questions presented, by Brad Wright, at the Tuesday Commission meeting, Jim stated that information he had obtained, in regards to Brad’s questions, was from Mark Hardin, the Emergency Management Director. Brad had stated that the county was to receive a $200,000 grant, from a Department of Public Safety ARPA grant, that would have supplied a security checkpoint devise, for the courthouse, but the county did not receive the reward. Also discussed was Brad’s question regarding the FEMA declaration that would have updated storm sirens and increased communications, but Mark had shared that he was unable to find any information on applying for storm sirens.

Clerk Rick presented Amended Budget documents to the Commission. Clerk Rick recommend the Commission adjust budgets for the Circuit Clerk’s Office, Emergency Management, and Operating Transfers from the General Revenue Fund, as well as the Inmate Security Fund, In Lieu of Taxes Fund, the Law Enforcement Fund, and the County Retirement Fund.

Commissioner Stone shared that the Salamander Software, used at the Emergency Management Office is currently out of order.

Assessor Largent met with the Commission and updated the group of various assessments and addressing issues he is working on.

Commissioner Fosnow shared of culvert damage on NE471 Rd, in Tebo Township. He stated that he inspected it, but couldn’t for the damage, but will follow up on it.

At 11:20 Commissioner Fosnow made a motion to adjourn, Commissioner Lawler seconded with a roll call vote of Lawler – yes, Fosnow – yes, and Stone -Yes.
