
On Thursday, October 24th, The Henry County Commission met at the Henry County Courthouse in Clinton, Missouri.

Those members present were: Jim Stone – Presiding Commissioner
Rick Fosnow-North District Commissioner
Dale Lawler – South District Commissioner
Amy Heredia – Deputy County Clerk
At 9:01 a.m. Commissioner Stone brought the meeting to order.
The Commission received a call from Pete Endres, of Ranger Power, for an update on the Chapter 100 documents. He also shared that the bond for the project needs to be increased due to price increases. The Commission requested an updated Cost Benefit Analysis, from Gilmore and Bell, be completed reflecting the updated bond prices, prior to deciding on a sales tax exemption. They agreed to return a call to Pete after the amended Cost Benefit Analysis was complete.
The closed minutes from the Tuesday October 22nd, 2024 meeting were read; Commissioner Lawler made a motion to approve the minutes. Commissioner Fosnow seconded the motion, motion carried.

At 9:27 Sheriff Aaron Brown met with the Commission. Sheriff Brown submitted renewal contracts for law and code enforcement in the municipalities of the county. The municipalities include Windsor, Urich, Calhoun, Montrose, and Deepwater. After review Commissioner Fosnow made a motion to contract with the said municipalities. Commissioner Lawler seconded, the motion carried with a roll call vote of Fosnow – yes, Lawler – yes, and Stone – yes. Sheriff Brown stated that he is still working on the Brownington contract, due to infrequent meetings of Brownington. The group discussed ways in which to increase future municipal contracts in upcoming years.
Sheriff Brown introduced Captain Michael Bilbruck to the Commission.
Sheriff Brown shared of a request from the Davis School District for school security. There was discussion regarding staffing requirements as well as county wide school resource programs. Amy Nold, board member of the Davis School District attended the meeting and suggested that school resource programs could possibly be funded by Ranger Power.

Dennis Bowers, Road and Bridge Supervisor, updated the Commission on mowing and tree trimming throughout the county. He stated that the bridge on NW1551 Rd, in Bogard, is almost complete. He has begun work on NW1501 Rd in Bogard. He stated that he placed a deadend sign on NW700 Rd in Shawnee Township. Dennis shared that the Windsor Special Road District has declined to replace stolen stop signs at 3-way intersections.
The Commission approved of a request from the Senior Citizens Service Tax Board Chairman, Bruce Dewsberry to present information on the tax freeze for seniors, as long as he does not give the impression that he is representing the Commission.
Amy Nold shared that the security request with the Sheriff’s Office is due to threats overheard at the school.
Assessor Scott Largent attended the meeting to discuss ongoing issues with the local post office refusing to recognize 911 addresses.
The Commission returned a call to Pete Endres to share that they have not received any emails in regard to the updated Cost Benefit Analysis from Gilmore and Bell. The Commission shared that they have decided to not approve of a sales tax exemption for the construction materials to the Ranger Power solar farm project, but agree to the increase in the bond, an increase from $530,000,000 to $630,000,000, with a contingency to $650,000,000.
At 10:45 Commissioner Fosnow made a motion to adjourn, Commissioner Lawler seconded with a roll call vote of Lawler – yes, Fosnow – yes, and Stone -Yes.
