Clinton City Council to Review Demolition Projects, Wastewater Upgrades, and Policy Revisions at July 15 Meeting

The Clinton City Council will convene for its regular meeting on Tuesday, July 15, 2025, at 6:00 p.m. at City Hall, with a full agenda covering infrastructure updates, policy revisions, and community development efforts.

Key items on the agenda include the second reading of Bill No. 2025-03, which proposes repealing existing ordinances and adopting a revised policy for employee alcohol and controlled substance use, abuse, and testing. The revision aims to streamline and modernize the city’s internal policies.

During committee reports, the Public Works Committee will provide updates on several major city projects. Among them:

  • Condemnation proceedings will formally begin for a structure located at 209 W. Ohio Street.

  • Demolition of the property at 411 E. Oak Street is awaiting gas line capping by Liberty Utilities before contractors can proceed.

  • Wastewater treatment plant upgrades are moving forward, with new electrical panels and valves already on-site. Other materials are en route.

  • A critical replacement is being considered for the WAS/RAS pump impeller housing, with an $18,000 estimate currently under review.

  • Concerns over possible damage to the liner beneath the East Sludge Basin’s heaved concrete have prompted the engineering firm HDR to begin preparing an addendum to determine the best repair plan.

The Parks & Recreation Department is also on the agenda. The city is seeking insurance reimbursement for damage to the soccer concession building, following a vehicle crash. In addition, work is expected to begin mid-July on the Aquatic Center’s roof, and a land survey for a potential disc golf course at the Hawkins property should be completed within the next few weeks.

In new business, the Council will consider a request for street closures related to the Emancipation Celebration, and Mayor Carla Moberly is recommending Cathy Jones for appointment to the Cemetery Board, with a term expiring in March 2028.

David Lee from the Clinton Chamber of Commerce and Mark Dawson with economic development will provide updates during the meeting’s personal appearances segment.

The meeting will conclude with a closed session under Missouri law to discuss legal matters and personnel decisions.

A budget work session is also scheduled for Wednesday, July 23 at 5:15 p.m.
