LOWRY CITY, Mo. — The Lowry City Board of Aldermen met for its regular session on Tuesday, October 21, 2025, at City Hall, with Mayor Patricia Landes presiding. All aldermen were present, along with City Clerk John Farrell, Fire Chief Justin Norris, and several members of the community.
Clyde Keith Trust Funds Distributed
The board announced receipt of the final distribution from the Clyde Keith Trust. The Lowry City Perpetual Care Cemetery Fund received $10,050.50 from the trust’s reserve account. Following a review of the city’s current certificates of deposit (CDs), aldermen voted unanimously to withdraw funds from an expiring cemetery CD in November and combine them with the trust funds to purchase a new six-month CD at 4% interest.
Mobile Home Ordinance Violation Addressed
City Clerk Farrell reported that a mobile home was moved to property at 3rd and Dixon, within city limits, without proper authorization. The property owner stated the placement was temporary and believed it had fire department approval. However, Chief Norris clarified that he did not authorize the move but advised the owner to seek board approval. Farrell issued a 10-day notice of ordinance violation on October 15 requiring the mobile home’s removal or face citation. The city police department has been monitoring the situation.
Discussion on Burning Regulations
Resident Sean Langston Jr. raised concerns over violations of the city’s burning regulations (Ordinance 8003, Section 11), citing repeated chemical odors and smoke from a neighbor’s incinerator. He said he contacted the Missouri Department of Natural Resources (DNR), which inspected the site and allegedly found prohibited materials being burned. The neighbor, Logan Orr, attended the meeting and stated DNR had cleared him, explaining that only pine lumber was being burned. After discussion, both parties agreed to limit incinerator use to earlier hours of the evening.
Community Updates
Alderman Jackie Cutler thanked residents who cleaned up properties after receiving ordinance violation notices. The Lowry City Community Betterment group announced plans for the annual Trunk or Treat on October 31 at 6 p.m. at the civic center, city hall, and ballpark area, expecting more than 300 trick-or-treaters.
Department Reports
Fire Department: Chief Norris reported ongoing activity, including preparations for Trunk or Treat and a free CPR class at the Sac-Osage Fire Protection District on November 6. He continues to seek a brush truck through auction and received board approval for up to $1,500 in repairs to a pumper truck. Norris also noted progress on remodeling the department’s training room and requested use of a donated ice machine and assistance from city crews for weed control at the fire station.
The Fire Women’s Auxiliary announced the return of “Stirring Up Christmas,” set for December 13 at the firehouse, featuring a chili cook-off, photos with Santa and the Grinch, and holiday activities beginning at 5 p.m.
Public Works: A written report noted routine maintenance, including culvert installations, lagoon maintenance, brush pickup, and sign trimming. The board discussed concerns about contractor Mike Clark performing tasks beyond his contracted scope and agreed to meet with Clark and Wastewater Superintendent Josh Muller to clarify responsibilities.
Police Department: No report was given due to Chief Hodges’ absence. Alderman Langston suggested exploring the possibility of hiring an additional officer, noting that the department had unused budgeted hours.
