Clinton City Council to Hold Public Hearing, Consider Major Industrial Development Project at Nov. 18 Meeting

The Clinton City Council will meet Tuesday, November 18, 2025, at 6:00 p.m. at City Hall, 105 E. Ohio Street, beginning with a public hearing on a major economic development proposal before moving into its regular session.


Public Hearing on Schreiber Foods Industrial Development Project

The evening will open with a public hearing to gather comments and feedback regarding a proposed industrial development project from Schreiber Foods, Inc. The company is seeking approval under Missouri’s Industrial Development statutes—Article VI, Section 27(b) of the Missouri Constitution and Sections 100.010 to 100.200 of state law.

The project calls for acquiring and installing new equipment at an industrial facility located at 935 E. Nusbaum Place in Clinton. Community members will have the opportunity to speak during the hearing.


Regular Council Meeting Highlights

Following the public hearing, the Council will begin its regular meeting with roll call, the Pledge of Allegiance, and approval of minutes from the Nov. 4 meeting. Several presentations and reports are scheduled:

  • ATS MODOT Review for FY2025 has been completed and closed out.

  • 608 W. Grandriver: Removal of titled items began on Nov. 10 and will continue as accessible.

Parks & Recreation

  • Aquatic Center Roof: Expected to be finished this week.

  • Aquatic Center Boilers: JCI is installing units now; at least one is expected to be operational this week.

  • Soccer Concession Stand: Multiple quotes received; work will begin soon.

  • Spray Insulation for Shop Building: Committee recommends accepting Ballard Insulation’s $11,500 bid (excluding doors). Passed 2–0.

  • Concrete Work at Aquatic & Community Centers: Recommendation to accept Austin Construction’s $12,500 bid. Approved 2–0.

  • Benson Center Projector: Staff determining if new bulbs ($250 each) will resolve the issue; a full replacement would cost about $20,000.

  • Outdoor Pool Repairs: Interior repairs are complete.

  • 10-Year Plan Committee: First meeting targeted for early December.

  • Outside Teams in Youth Leagues: Committee recommends allowing outside teams in 1st–2nd grade developmental leagues. Approved 2–0.

Wastewater

  • East Oxidation Ditch Rotor 5: A failing head bearing needs replacement at a cost of $2,700.

  • Headworks Upgrade: Staff is touring facilities in the KC area to review equipment options.

  • VacCon Truck: Recently repaired for $3,900, including towing.

Public Safety Committee

  • Review of the Police Department Body-Worn Camera Policy

  • Resignation Letter acknowledgment

Finance Committee

  • Amendment #2 to the MoDOT agreement for resealing and remarking Runway 18/36 and Taxiway B at the Clinton airport.

    • Associated ordinance: Bill No. 2025-13

  • Report from 2025 LAGERS Meeting presented by employee representative Mark Manuel.

Key New Business Items

The Council will consider two major action items:

  1. Industrial Development Revenue Bonds

    • Bill No. 2025-14 proposes approval of the development plan and authorizes up to $29.1 million in Taxable Industrial Development Revenue Bonds to support the Schreiber Foods project and related documents.

  2. Work Session Request

    • Council will consider scheduling a work session to begin the recruitment process for the next City Administrator, following the retirement announcement.

The meeting will conclude with adjournment.
