
The Lowry City Board of Aldermen will hold its regular meeting Tuesday, January 20, 2026, at 6:00 p.m. in the Lowry City Hall Board Room.
Following the call to order, pledge of allegiance and roll call, the board will consider approval of minutes from the December 16, 2025 meeting and review the city’s bills list. Aldermen will also be asked to approve payment of recurring bills, including utilities, phone and internet services, employee health plans and firefighter coverage.
Financial reports will be presented, including the city’s Financial Statement Summary for July through December 2025, which was published in the St. Clair County Courier as required by state statute, along with reports for the month ending December 31, 2025.
Old Business
Under old business, the board will continue discussion on public works staffing. Three applications have been received for a possible open public works position, with further discussion scheduled for closed session.
New Business
Several significant infrastructure-related items are on the agenda. Representatives from Great River Engineering will attend to discuss the process of securing funding for a potential sewage lift station project. The board will also consider Resolution 2026-01, authorizing the filing of an application with the Missouri Department of Natural Resources for an engineering services grant to fund preliminary work on a sewer lift station project.
In addition, Alderman Jackie Cutler has requested discussion regarding Mike Clark’s role with the public works department, proposing a change from contracted services to an hourly consultant arrangement for water, sewer and cemetery operations.
Department Reports
Department heads will provide monthly updates, including reports from the police department, fire department and public works. The public works report will also include discussion on missing and damaged street and traffic signs, with a quoted cost of $3,321 for replacements.
City Clerk John Farrell will report on candidate filings for the April 7, 2026 municipal election. Certified candidates include Kevin Snyder Jr., Cecil Shehorn and incumbent Jackie Cutler for East Ward Alderman; Clark Patterson and incumbent Shirley Edmunds for West Ward Alderman; and incumbent Mayor Patricia Landes and Greg BeVelle for the mayor’s seat.
Citizen Input and Closed Session
Time will be allotted for citizen comments, limited to three minutes per speaker. The board will then adjourn to closed session for discussion related to hiring, firing, promoting or disciplining a specific employee, before returning to open session for final adjournment.
