Clinton City Council to Consider Rezoning Request, Street Striping Plans at Tuesday Meeting

The Clinton City Council will meet in regular session Tuesday, February 17 at 6:00 p.m. at City Hall, 105 E. Ohio Street.

Following the call to order, roll call, and approval of minutes from the February 3 meeting, council members will hear an Economic Development Report from Larry Tucker.

Public Works Committee

Several items are scheduled under the Public Works Committee report.

In Community Development, the council will review the January Building Report for informational purposes. Members will also consider a rezoning request from First Baptist Church for property located at 1531 North Vansant. The church has applied to rezone the property from A-1 Agriculture to C-1 Neighborhood Commercial. The Planning Commission voted 5-0 to recommend approval, and the Public Works Committee also recommends approval by a 2-0 vote. Council will consider Bill No. 2026-02, which would formally approve the rezoning.

The condemnation list will also be presented for information only.

Under Street Department business, council members will consider a proposal from CJW Transportation Consultants for striping plans on 2nd Street and Calvird Drive. The proposal references MoDOT’s 2011 overlay plans and updated Manual of Uniform Traffic Control Devices (MUTCD) standards. The Public Works Committee recommends proceeding with the CJW proposal, 2-0. Council will consider Resolution No. 01-2026 to approve the agreement.

Council will also discuss repairs to the Urich Road Bridge. While the structure is reported to be in good condition, the deck is described as being in poor condition. The committee recommends soliciting bids for deck repairs.

In Waste Water operations, members will receive an update on the plant shutdown that began at midnight on February 11. By the end of the week, one oxidation ditch is expected to be operational with all new equipment installed. The council will also review a Foley invoice for a temporary generator rental, delivery, and pick-up, with an estimated cost of $2,200.

In Parks and Recreation, council will consider closing the disc golf course on April 11 for a Tier 3 sanctioned tournament. Members will also discuss closing the Community Center on March 29 for a volleyball tournament rental valued at $1,000. Additionally, staff is pursuing multiple opinions and quotes regarding the Community Center elevator, with an estimated $26,000 cost to replace the hydraulic control system and $150,000 for a full rebuild.

Other Committee Reports

The Public Safety Committee will review a towing contract audit and discuss homeless and panhandling concerns.

Under Finance, council members will discuss airport runway lighting, rebidding annual services including code enforcement mowing and pest spraying, and review January 2026 monthly financials.

No unfinished or new business is listed. The meeting will conclude with a closed session pursuant to Missouri statute regarding sealed bids and related contract documents.

Residents wishing to speak must complete a speaker card prior to the meeting and are asked to limit comments to three minutes.
