In February 2026, a Detective with the Sedalia Police Department’s Criminal Investigations Bureau, who also serves as a task force member with the Western Missouri Internet Crimes Against Children (WMICAC), opened an investigation into an individual who was allegedly in possession of Child Sexual Abuse Material (CSAM). Through multiple investigative methods, the individual was identified as Stephen K Kramer, of Sedalia, Missouri.
The Sedalia Police Department ICAC Detective applied for and obtained a search warrant for Kramer’s residence in the 2400 block of Golf Drive in Sedalia. On March 3, 2026, Detectives arrested Kramer and then subsequently executed the search warrant at his residence and seized several electronic devices, which will be forensically examined for additional CSAM.
ICAC Detectives are currently investigating Kramer for three separate CSAM-related incidents. Additional charges may be requested, as this is an ongoing investigation.

1. Possession of Child Pornography
2. Furnishing Pornography to a Minor
3. Enticement or Solicitation of a Child
4. Sexual Exploitation of a Minor
Pettis County prosecutors filed charges against Kramer, and he was subsequently issued a $150,000 cash/surety bond by the judge. Individuals are presumed innocent until proven guilty in a court of law.
The Sedalia Police Department takes CSAM cases seriously and investigates these cases to the fullest extent possible. We are proud to partner with the Western Missouri Internet Crimes Against Children (WMICAC) Task Force. The Task Force is spearheaded by the Cass County Sheriff’s Office and consists of personnel from agencies within Cass, Johnson, Bates, Henry, Saline, Lafayette, and Pettis counties. WMICAC is an affiliate of the Missouri Internet Crimes Against Children Task Force (MOICAC).
